Here's when airlines owe you compensation

Under changes proposed by Canada's transport regulator, the following reasons for a flight delay or cancellation would qualify travellers for compensation of up to $1,000 — though most already apply. 

- Flight crew or cabin crew shortage.

- Other staff shortages at the airline.

- Technical problems that are part of normal airline operations.

- Any situation the airline knew about, or should have known about, when it sold the ticket.

- Any action, or failure to act, by the airline or its partners that prompts a late flight or cancellation.

The reforms are expected to take effect this year, but are not yet set in stone.
