Councillor Patrie wants city's original Integrity Commissioner reinstated

Also recommends cameras remain rolling throughout council proceedings, including closed session meetings

The meter has been running on Elliot Lake's Integrity Commissioner file with some estimates predicting the bill will top $500,000 by the time all work is done. This would include the costs of Elliot Lake city staff time.

Now, one City of Elliot Lake councillor, Chris Patrie, wants another change in Integrity Commissioner (IC).

In a notice of motion coming to Council on Monday night, Patrie is urging the city to fire the current IC Tony Fleming of Cunningham Swan in Kingston in favour of Robert Swayze of Alton, Ont., the city's first IC who would be reinstated.

The city replaced Swayze with the E4M of Sault Ste. Marie, which in turn was was replaced by Tony Fleming.

In his written Notice of Motion, Patrie states, "It has come to my attention at the last council meeting that Cunningham Swan is working for the city as well as being Integrity Commissioner. It is not proper for a law firm to perform work for and against the same entity. Therefore the firm should be removed."

In a second Notice of Motion from Patrie at next Monday's meeting, he's asking that a TV camera is live and recording City Council proceedings at all times, including closed session meetings.

"Recommendation. The closed session camera is turned on prior to the live camera being turned off," he writes.

"There was an outburst made by a member towards another member as well as to staff. To assist in assuring that members are safe, protected, and not threatened or insulted it is recommended that the cameras stay on to deter detrimental behaviour.

"Based on the outburst and threats to staff, it is recommended that there be camera service at all times while meetings are transpiring."

These items are up for consideration at the next regular meeting of Elliot Lake City Council Monday night at 7 p.m. The meeting will be televised live on Eastlink community Channel 10 and live-streamed on the the City Hall website.
