City Council to discuss bylaw as part of Red Wings arena deal

The bylaw includes a pair of $25,000 payments by the team to the city to clear up an existing loan

As the Elliot Lake Red Wings work to hone their playing skills in Centennial Arena prior to the coming season, City Council is being presented with a bylaw next week that spells out terms of the deal for their use of the city-owned facility.

In a written presentation coming to Council at its virtual meeting Monday night, the City's Special Projects Manager, Steve Antunes wrote, "The team, (then) branded the Wildcats, had an agreement in place that expired in 2019. 

"Due to COVID-19, the 2020 season did not see hockey played in Elliot Lake, hence the delay in an agreement until the 2021/2022 season."

The agreement is on the Council agenda as a bylaw. The Red Wings have agreed to all its terms and signed it.   

"Ice time will be charged at $55.75/hr for non prime time and $87.61/hr for prime time, plus HST," Antunes went on.

"The user will carry $5M in property damage and participant injury insurance. Should the user wish to serve alcohol at games, they will need to acquire a Special Occasion Permit and provide proof of insurance coverage naming the City as an additional insured.

"The team will provide one bonded security guard for games. 

"The team will have access to the rink boards for advertising.    

"Limitations will be placed on the types of businesses that may advertise on the boards.  

"User will have use of the office above the Zamboni room. The room outside of the mechanical room will be included in the agreement,' he added.

"The team shall maintain cleaning protocols as outlined by Algoma Public Health and have a COVID safety plan in place. They shall also adhere to any future health guidance in the event of any future health for pandemic issues.

"The City will purchase a platinum sponsorship valued at $10,000. The value of this sponsorship package shall be offset by the provision of ice-time.   

"Package to include on-ice logo, and logos on Red Wings billboards located on Highway 17 and 108, rink board, banner and program advertising.

"The team agrees to repay the existing loan in the amount of $50,000.  Repayment terms include one payment on/before Sept 1, 2021 in the amount of $25,000 with a second payment on/before June 30, 2022 of $25,000. 

"In the event that the City constructs and opens a new recreation/arena facility during the term of this agreement, both parties agree to revisit all conditions of this agreement including but not limited to rental costs," Antunes concluded. 

Monday's virtual meeting of Council will be livestreamed at 7 p.m. on the city's website.
