Traffic stop yields charges for driver and passenger

ESPANOLA - On April 30, 2020 at approximately 11:23 p.m., officers from the Manitoulin Detachment of the Ontario Provincial Police (OPP) conducted a traffic stop on a vehicle that was travelling on Highway 6, in the Town of Espanola.

As a result of the investigation, Tanner Owl, 21 years old, from Sables-Spanish Rivers Township, has been charged with the following:

  • Operation while impaired - alcohol and drugs, contrary to Section 320.14(1)(a) Criminal Code (CC), and
  • Fail to comply with undertaking contrary to section 145(4)(a) of the CC, two counts.

The accused was issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for 7 days. The driver was released on an appearance notice and is scheduled to appear before the Ontario Court of Justice in Espanola on July 20, 2020.

Patrick Heeley, 49 years old from Espanola, who was an occupant in the vehicle, was charged with the following:

  • Fail to comply with release order - other than to attend court contrary to section 145(5)(a) of the CC.

The accused was released on an undertaking and is scheduled to appear before the Ontario Court of Justice in Espanola on July 20, 2020.
