Arrest made after driver found slumped over steering wheel: OPP

Accused faces impaired driving, drug charges

BALDWIN TOWNSHIP - On March 13, 2021 at approximately 5:50 a.m., officers from the Manitoulin Detachment of the Ontario Provincial Police (OPP) responded to a traffic complaint where a westbound vehicle was all over the road on Highway 17 in Baldwin Township.

Police located the vehicle parked at a local gas station parking lot at the junction of Highways 17 and 6. The driver was slumped over the steering wheel. Further investigation revealed that the driver had consumed suspected controlled substances.

The accused was arrested at 5:55 a.m., and transported to the Espanola Detachment to conduct further testing.

As a result of the investigation, Matthew Kobelka, 33 years of age from Sudbury, was charged with:
    •    Operation while impaired - alcohol-drugs, contrary to section 320.14(1)(a) of the Criminal Code;
    •    Possession of schedule I substance - opioid (other than heroin), contrary to section 4(1) of the Controlled and Drugs and Substances Act (CDSA); and with
    •    Possession of schedule I substance - other drugs, contrary to section 4(1) of the CDSA.

The accused is scheduled to appear before the Ontario Court of Justice In Espanola on May 3, 2021. The driver was issued a 90-day Administrative Driver's Licence Suspension (ADLS) and the vehicle was impounded for seven days.
