Charges laid after driver found asleep at dog park

ELLIOT LAKE - On Oct. 25, 2017, shortly after 12 a.m., members from the East Algoma Ontario Provincial Police (OPP) Detachment were on patrol duties at the Elliot Lake dog park on Senator Trailer Park Road in the City of Elliot Lake.

Police observed a vehicle idling with the driver slouched over at the dog park. The driver was woken up after several attempts and while speaking to the driver the officers determined the driver had been consuming alcohol. Officers then located a small amount of cannabis marijuana in the vehicle.

 As a result of the investigation, Robert Quibell, 33 years of age from Timmins, Ont. was charged with:

  • Care or control while impaired, contrary to section 253(1)(a) of the Criminal Code (CC);
  • Care or control over 80 milligrams, contrary to section 253(1)(b) of the CC; and with
  • Possession of a schedule II substance - cannabis marijuana - under 30 grams, contrary to section 4(1) of the Controlled Drugs and Substances Act.

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on Dec. 5, 2017.
