Position Summary

Reporting to the VP Controller, the Director Financial Transactions is responsible for driving and providing leadership over OLG’s taxation, treasury and transaction areas to ensure compliance with OLG policies ensuring adherence to regulations and Ministry directives using leading, fiscal practices that support the organizations growth aligning to the strategic objectives of OLG. Pioneer change and drive process improvement through automated solutions increasing efficiency to OLG. 

What you will be doing: 

  • Provide direction to the Treasury function including, various reporting requirements ensuring compliance with internal policies and regulations. Provide direction in the development of short- and long-term strategic plans for treasury activities including monitoring of technological and regulatory issues affecting the banking industry.
  • Oversee and provide guidance to the daily activities related to financial payments, corporate travel, financial approval authority, vendor relationship management, AGCO compliance and regulatory reporting; to ensure compliance with OLG polices, AGCO regulations and various Ministry directives.
  • Oversee the overall cash position of the OLG; ensure availability of funds for OLG’s operational and capital requirements and timely payments are made to the Province
  • Responsible for the Ontario Financing Authority loan process; ensuring repayment of outstanding loan balances on a timely basis and adherence to the overall guidelines of the program
  • Oversight for the various Service Provider lending agreements; security requirements and any related breaches to covenants
  • Lead the development of, and monitor a framework, for tax reporting and regulatory compliance while ensuring the delivery of compliance and advisory services related to the Harmonized Sales Tax (HST) (over $200 million annually), cross border tax issues, withholding tax, income tax (both personal and corporate), retail sales tax (RST), health and payroll tax, land transfer tax, and municipal property tax
  • Responsible for identifying and guiding the implementation of effective tax minimization strategies and tax recover plans for OLG, and ensuring the continuous improvement of tax management strategies for all functions
  • Lead the communication of clear and concise technical guidance on new and emerging taxation issues to stakeholders across OLG, and external stakeholders such as the Ministry of Finance, outlining implications to OLG
  • Oversee the completion of all tax filings, respond to tax enquiries from stakeholders/tax authorities, including playing a lead role in any Canada Revenue Agency audits for OLG and assist in the implementation of processes, systems, controls and tax accounting changes to ensure compliance
  • Accountable for corporate-wide taxation policies, including the dissemination of any associated training to various internal/external stakeholders on a pro-active basis
  • Lead the implementation and continuous improvement of a best practices-oriented structure; focusing on the use of data and analytics and robotic process automation or any other automated solutions increasing efficiency and reducing risk of error to OLG
  • Manage, coach, mentor and develop team members to deliver as per expectations by continuous evaluation, feedback and competency development

What we’re looking for: 

  • Bachelor’s degree with a concentration in Business, Finance or Accounting
  • Professional accounting designation (CPA)
  • Excellent knowledge of the Income Tax Act, Excise Tax Act, Games of Chance (GST/HST) Regulations and/or Customs Act. Experience in assessing tax implications of changes to business operations and strategies.
  • Knowledge of the following regulations: AGCO; Canadian Payments Association; INTERAC; credit card payment regulations; FINTRAC
  • Experience with technical writing is essential
  • 10+ years of experience in accounting, treasury management, corporate controllership, cash flow planning and analysis or related functions
  • 4+ years of progressive leadership experience
  • Experience with various tax legislation is essential
  • Solid experience and good understanding of risk management, regulatory environments and banking
  • Knowledge of best practices in taxation, current issues and changes in Canadian tax environment
  • Understanding of OLG’s business model and the lottery and gaming industry, and an ability to accurately estimate the tax implications of changes to business operations and strategies, is an asset
  • Exceptional relationship-building and client management skills with the ability to influence, negotiate and mediate with internal and external stakeholders
  • Exceptional verbal and written communication skills, including the ability to prepare presentations that provide technical concepts clearly to non-technical audiences, and synthesize financial results and communicate to senior business leaders
  • Ability to work with a high degree of accuracy and attention to detail in a fast-paced environment
  • Strong leadership skills with proven ability to coach, empower and engage teams
  • Must be able to work independently under minimal supervision, and alternately work cohesively within a team environment.
